Member raise, Chapter match
A member raises from its own network. When the raise clears an agreed threshold, the Chapter matches it. Opening later — the governance has to exist before the facility does.

Planned Not open. This page describes a facility the Chapter intends to run and has not yet approved. Nothing here accepts a contribution, and no raise is live.
The mechanic
A member business raises from its own network — customers, suppliers, family, the people who already know whether it is worth backing. When the raise clears an agreed threshold, the Chapter matches it.
That does two things at once. It splits the fundraising burden between the business and the Chapter rather than placing all of it on either. And it produces exactly the repayment and performance record a bank asks for later, so the member arrives at a lender with a history instead of a request.
Why it is not open yet
A match facility moves the Chapter's money to one member and not another. Everything below has to be approved and written down before the first match, and none of it is a build task. Shipping the button before the rules would be the fastest way to damage the Chapter's standing with its own members.

Written match criteria
What qualifies a raise for a match, decided in advance and published, so a decision can be checked against a rule rather than defended after the fact.

A cap per business per year
So that the facility cannot be exhausted by one member, and so that a refusal has a stated reason.

A decision record
Who decided, on what basis, and when. A match is the Chapter spending money on one member and not another.

A ring-fenced source of funds
Approved by the Chapter before the first match, and separate from operating funds.
When it opens
The facility will run on its own subdomain, on the same payment layer this site already uses — settling to the Chapter's account, with automated receipting and a transaction record the Chapter can reconcile.
No date is published for it, for the same reason no date is published for the Expo: the Chapter has not set one.

A member business that expects to raise, or an organisation that would fund the match pool, can write to the Secretariat now. Nothing is committed by either side.
