Advocacy that can cite its framework
The Chapter's positions are argued inside published national instruments, and every one of them is listed above with a publisher and a date. That is a deliberately narrow claim: it does not say the Chapter agrees with these instruments, or that they are sufficient. It says that when the Chapter makes a case, the framework it is arguing within can be looked up.
Advocacy that cannot cite the framework it is arguing within is lobbying, and a county chamber has neither the budget nor the standing to do that well.
