Policy & Advocacy

The frameworks this county is working inside

The national instruments the Chapter's position rests on, each one published, dated and linked. Advocacy that cannot cite the framework it is arguing within is lobbying.

  1. 01

Kenya National Artificial Intelligence Strategy 2025–2030

Ministry of Information, Communications and the Digital Economy

Names fragmented data, limited access to compute and a skills gap as the national constraints, and identifies AI assurance — testing, audit, certification and benchmarking — as an emerging economic sector in its own right. That sector is the one the Pavilion is positioned in.

  2. 02

Draft Artificial Intelligence and Other Emerging Technologies Policy 2026

Ministry of Information, Communications and the Digital Economy

The draft policy names the same three constraints and describes the same assurance activities as a sector. Two independent national instruments naming the same gap is what makes a county-level move into it defensible rather than opportunistic.

  3. 03

KNCCI and Council of Governors memorandum

Kenya National Chamber of Commerce and Industry

A five-year memorandum covering innovation hubs and operational support for County Aggregation and Industrial Parks. Nyamira hosts one of those parks at Sironga, which places this county inside the memorandum rather than adjacent to it.

  4. 04

Zero-tariff framework for African products entering China

Kenya National Chamber of Commerce and Industry

An open trade framework the county's crops are eligible for. An open window is not the same as an order: the constraint that follows it is evidentiary, which is the Pavilion's argument in one line.

  5. 05

    Debt and equity financing window

Kenya National Chamber of Commerce and Industry

A financing window with a hard gate — a minimum investment portfolio per project, against terms of up to twenty years. No single Nyamira project clears that alone; a structured portfolio can.

Advocacy that can cite its framework

The Chapter's positions are argued inside published national instruments, and every one of them is listed above with a publisher and a date. That is a deliberately narrow claim: it does not say the Chapter agrees with these instruments, or that they are sufficient. It says that when the Chapter makes a case, the framework it is arguing within can be looked up.

Advocacy that cannot cite the framework it is arguing within is lobbying, and a county chamber has neither the budget nor the standing to do that well.

Policy submissions, consultations and requests for the Chapter's position go to the Secretariat at nyamira@kenyachamber.or.ke.
